What are the responsibilities of the HOA?  While each association’s duties may vary, all communities should resemble the following HOA Board responsibilities:

Maintenance

The HOA is responsible for the upkeep and maintenance of common areas. They are responsible for repairing damages and ensuring that systems are in working order.

HOA Board Responsibilities:

  • Budget for repairs and maintenance
  • Organize and prioritize maintenance and upkeep
  • Collect bids from contractors
  • Arrange for inspections

Finances

The HOA is responsible for collecting dues from community members and following up with members if they get behind on their dues.  Their role goes beyond that as well.

HOA Board Responsibilities:

  • Set a budget with input from owners
  • Keep financial records
  • Maintain a reserve of funds
  • Allocate spending for insurance coverage, bills, and taxes
  • Pay contractors or repairmen
  • Hire legal and financial professionals

Rules

The HOA creates the Covenants Conditions & Rules (CC&R) to ensure the community remains safe and maintains a high property value. Regulations vary from community to community, but all HOA members are expected to follow the rules.

HOA Board Responsibilities:

  • Set and approve covenants, conditions, rules, and bylaws (e.g., acceptable/non-acceptable resident behavior)
  • Review complaints and make decisions about resident concerns
  • Investigate & Mediate Complaints
  • Enforce penalties (violation letters, fines, etc.)

Meetings & Communication

Regular meetings are essential to keep an association moving forward.  The number of times the HOA Board is required to meet will be in the association by-laws. In addition to following the regulations, the Board can decide to hold more frequent meetings if they feel it is necessary.

HOA Board Responsibilities

  • Hold meetings for members
  • Determine voting matters
  • Vote on issues
  • Hold BOD meetings
  • Appoint committees and delegate to them
  • Communicate with homeowners

An HOA exists to maintain the community on its residents’ behalf and ensure they have positive experiences and a safe environment.
